Place raisins and water in a saucepan. Heat to boil.
Remove from fire; drain off liquid and add gradually to flour, cornstarch and sugar which has been mixed well. Add this paste to raisins and cook until thick. Roll out pie pastry and line 8-inch pie pan. Pour in raisins and dot with butter. Cover with upper crust. Brush with cream or milk. Bake in preheated oven at 425° for 10 to 15 minutes, then at 350° for 35 to 40 minutes.
