Combine sugar, cream of tartar, salt and water in a heavy saucepan.
Cook over medium heat, stirring constantly until clear. Cook over medium heat without stirring to soft boil stage (240Β°). Beat egg whites (at room temperature) until soft peaks form. Continue to beat, slowly adding syrup mixture.
