Heat oil in saucepan over high heat.
Add beef, scallions and ginger.
Sear beef on all sides, being careful not to burn ginger and scallions.

Reduce to medium heat. Cover and cook 20 to 30 minutes, stirring occasionally.
Add anise; reduce heat to low and cook 30 minutes more.
