Combine sugar, water and cream of tartar.
Heat over high heat, stirring constantly, until sugar dissolves and mixture boils. Reduce heat; boil 3 minutes.
Do not stir.
Beat egg whites until stiff, but not dry.
Pour 2/3 of syrup over egg whites, beating constantly.
Boil remaining syrup 5 minutes.
Pour over egg whites. Beat until desired consistency is reached.
Add vanilla and food coloring.
