Bring 1 inch of water to boil in a pan; add onions and potatoes and 2 teaspoons salt.
Boil for 5 minutes, drain.
Melt butter in saucepan, blend in flour, pepper and remaining teaspoon of salt.
Add milk and cook until thickened, stirring constantly.
Combine potatoes and onions with cream sauce.
Place in a shallow baking dish and sprinkle cheese on top, if desired.
Bake, uncovered, at 400 Β° for 35 minutes or until golden and bubbly.
