Drain and rinse peas.

Bring to boil with 6 cups water in large pot.

Reduce heat and simmer, covered, for 1 1/2 hours.

Add rice and salt and continue cooking.

Meanwhile, saute garlic, onions and green peppers in oil.

Add the tomatoes, black pepper or cayenne and tamari.

Pour mixture into pot with rice and peas.

Stir to mix.

Cook 15 to 20 minutes or until rice and peas are tender.
