Heat peas and water to boiling in a medium saucepan.

Cover and remove from heat.

Let stand for 1 hour.

Fry bacon; drain. Add with onion and hot pepper to peas.

Cover and simmer until peas are tender, 1 to 1 1/2 hours; stir in rice, salt, black pepper, tomatoes and green pepper.

Cover and simmer, stirring occasionally until rice is tender, about 25 minutes.

Add additional water, if necessary.
