In a large pot or Dutch oven, cook the beef, peppers and onions over a small medium heat until meat is no longer pink. Drain off excess grease. Stir in broth, soup, tomatoes and mushrooms. Bring to a boil. Reduce heat, cover and simmer for at least 30 minutes. Stir occasionally.
Add rice and heat thoroughly.
