Sift flour, baking powder and nutmeg in large bowl.
Cut in butter until mixture resembles coarse crumbs.
Mix in sugars and lemon peel.
In small bowl beat eggs and milk.

Mix with wooden spoon just until flour mixture is moistened.
Pour into greased 9 x 5 x 3-inch loaf pan and bake in preheated 350Β° oven for 1 hour and 10 minutes or until cake tester inserted in center comes out clean.
