Preheat oven to 375Β°.
Grease rectangular pan, 13 X 9 X 2. Mix baking mix and water until soft dough forms, beat 20 strokes.
Pat in pan with floured hands, pressing 1/2 inch up sides.
Layer well-drained ground beef, tomatoes, and green peppers on dough. Mix remaining ingredients and spoon over top.
Sprinkle with paprika, if desired.
Bake until brown.
