Mix ground beef lightly with parsley, salt, water and steak sauce in a bowl; shape into 36 small balls.
Brown in butter or margarine in a kettle; remove and set aside for next step; pour off drippings.
Heat 6 cups water to boiling; stir in soup mix, celery and rice.
Cover.
Cook 15 minutes; stir in carrots and meat balls.
Cook 5 minutes longer or until rice is tender. Ladle into soup bowls; garnish with parsley sprigs.
