Combine 1 1/2 cups sugar, flour, cornstarch and salt in double boiler.

Add 2 1/2 cups boiling water stirring constantly.

Cook until smooth and thickened.

Cover; cook for 15 minutes.

Beat egg yolks.

Pour hot mixture over egg yolks gradually while stirring. Cook for 5 minutes.

Add lemon juice and lemon rind.

Pour into shell.

Beat egg whites.

Add remaining sugar, 2 tablespoons at a time, beating until mixture stands in peaks.

Spread meringue over filling sealing to edges of pie shell.

Bake at 300° to 325° until meringue is golden.
