In large skillet, heat the 3 tablespoons of oil.

Add the beef.

While browning, add the nutmeg and chili powder.

When meat is browned, add the onions, garlic, tomato paste, water and pepper.

Simmer until meat is tender.

A half hour before serving, heat the peanut butter and remaining oil in small saucepan.

Stir over medium heat for 5 minutes.

Add peanut butter mixture slowly to beef stew; simmer 20 minutes.

Serve over rice.
