Place brisket, fat side down, in roasting pan in about 1/2-inch of water.
Pan with heavy foil and cook at 350° for 2 1/2 to 3 hours until tender, keeping small amount of water in pan.
When brisket is done, drain liquid from roasting pan and pour into a large stock pot.
Make a paste with brown sugar and mustard.
Spoon glaze over and under brisket.
Return to oven at 350° for 30 minutes.
