Combine all ingredients except potatoes in a 2 1/2-quart casserole or larger.
Bake in a 325Β° oven for 3 1/2 hours, stirring often during baking.
If stew gets too thick, stir in more tomato juice or water and cover pot again.
Mix potatoes in the last hour and cook with lid on until done.
