Heat oven to 300. In a 3 quart casserole or Dutch oven, brown beef cubes in oil.
Stir in flour, salt, and pepper.
Add remaining ingredients; mix well.
Cover and bake at 300 for 2 to 3 hours, stirring every hour.
Serve over cooked noodles OR rice.
