Slice onions into 1/2-inch thick rings.
Sauté in butter until tender.
Place in greased 8-inch square baking dish.
In a bowl, stir the broth, cream, flour and pepper until smooth.
Pour over onions.
Sprinkle with the cheeses.
Bake, uncovered, at 350° for approximately 30 minutes or until cheese is golden brown and mixture is bubbly.
