Mix first 4 ingredients. Brown meat, onions and peppers in small amount of oil.
Season with salt and pepper.
Pour half of corn meal batter into 8 to 12-inch Pyrex dish, then layer meat and cheese. Cover with remaining corn meal batter. Bake for 1 hour at 320° or until knife inserted in center comes out clean.
