Butter a 2-quart baking dish.

Layer half the potatoes, 1/3 the cheese, half of the onions, 1 tablespoon butter, 1 tablespoon flour, 1/2 teaspoon salt and 1/8 teaspoon pepper; repeat layering with 1/3 potatoes, 1/3 cheese and remaining onions, butter, flour, salt, thyme and pepper. Place remaining potatoes on top.

Pour milk over.

Cover and bake 45 minutes.

Uncover and bake until potatoes are tender and liquid is almost absorbed, 20 minutes.

Heat broiler.
