Combine flour, baking soda, cream of tartar and salt in medium bowl and set aside.
At medium speed in large mixer bowl, beat margarine, sugar and powdered sugar until blended.
Beat in egg, vanilla and food coloring.
At low speed, beat in flour mixture until well blended.
Divide dough into three portions.
Cover and chill for 1 to 2 hours until firm enough to handle.
