Melt margarine in large saucepan; remove from heat.
Stir in flour until smooth.
Stir in 1 cup skim milk gradually.
Heat slowly until thickened, stirring constantly.
Stir in corn and salt.
Stir in remaining 1 cup skim milk gradually.
Heat to serving temperature; do not boil.
Stir in pepper.
Yields 4 servings.
