Cook bacon in large saucepan over medium heat until crisp.
Add onion and carrots.
Cook and stir 3 minutes.
Add flour; cook and stir until smooth.
Bring to a boil, stirring constantly.
Add hash browns; reduce heat to medium-low.
Simmer 6 to 8 minutes or until potatoes are tender, stirring occasionally.
Stir in milk; cook 2 to 3 minutes or until thoroughly heated. (Do Not Boil.)
