Make dough with flour, shortening and milk.
Refrigerate to chill.
Heat sugar, margarine, vanilla and water until mixture boils; pour into large baking dish.
Roll out dough on floured surface; sprinkle with cinnamon and brown sugar.
Place apples on dough; roll up like jelly roll.
Slice and place in hot liquid. Bake in a 300Β° oven for 20 to 30 minutes, or until apples are tender and crust is brown.
