Cream together the sugar and shortening or butter.
Add eggs, then add salt, cinnamon and baking powder.
Add soda, dissolved in hot water.
Gradually add flour and oats.
Drop batter by heaping teaspoonfuls onto greased cookie sheet.
Bake at 350Β° for 8 to 10 minutes, or until brown.
Spread a dab of filling on the flat side of the cookie, then top with another cookie to form a pie.
Refrigerate until eaten.
