Dissolve gelatin in hot water; add cold water, vinegar, mayonnaise, pepper. Blend well with rotary beater. Refrigerate until partially congealed, about the consistency of honey.
Fluffy.
Fold in vegetables and tuna. Pour into cup mold. Refrigerate at least 4 hours.
Serves about 10 people.
