Preheat oven to 350Β°. In a large bowl, combine flour, cornstarch, baking powder and salt.

In a medium bowl, using a wire whisk, stir sugar and milk until blended.

Stir until thoroughly blended.

Do not beat egg whites first. Gradually add egg white mixture to flour mixture; stir until smooth.
