Cook the ribs on a broiler pan filled with about 1/2 inch of water.
Lay out the ribs on the broiler and sprinkle with garlic salt.
Cover ribs with aluminum foil, sealing around the edges so that the steam helps to cook the meat.
Cook for 1 1/2 hours at 350° in oven, then take out of oven, remove the foil and turn the ribs over.
Sprinkle with garlic salt, check the water level in the bottom of the broiler, re-cover with foil and cook for another 1 1/2 hours at 350°.
It seems like a long time, but it's right way to do it!
