Dredge meat in flour.
Cook in a little shortening until brown. Put in 2-quart or larger baking dish.
Brown pepper, celery and onion.
Put in dish with meat.
Add rice on top, then tomatoes. Bake in 350Β° oven until tender, about 45 minutes.
Might have to add 1/2 cup water when gets dry.
