Melt butter in large fry pan.
Stir in flour.
Cook for 1 to 2 minutes low until smooth.
Add cups of milk gradually and stir until smooth.
Add clams and simmer for 5 minutes.
Put potatoes and celery in microwave bowl with clam juice.
Cook for 3 minutes on High.
In a large crock-pot, place potato and clam mixture.
Add milk mixture.
Stir.
Cook on high for 2 hours. Reduce to low and cook for 2 to 3 hours.
