Drain beets; reserve beet liquid to measure 2/3 cup (if needed, add water).

In small saucepan, stir together flour, sugar, salt and pepper.

Gradually stir in beet liquid and vinegar to flour mixture.

Boil for 1 minute.

Stir in sliced beets and heat through.
