Beat egg yolks and water until thick and lemon colored.
Add sugar gradually and continue beating.
Sift flour before measuring and then sift flour, baking powder and salt 3 times and fold into the egg mixture.
Beat egg whites until foamy, then add cream of tartar and continue beating until stiff.
Gradually fold in egg whites.
Bake at 325Β° for 1 hour.
