Combine beef, onion, celery and carrots in a 4-quart casserole. In a small bowl, combine tomato or V-8 juice, tapioca, sugar, pepper and basil.
Pour over meat and veggies.
Cover; bake in a preheated 300Β° oven for about 2 1/2 hours.
Add potatoes.
Cover. Cook 1 hour longer.
Stir occasionally during last hour.
