Combine flour and sugar; mix well and set aside.
Combine water, butter and cocoa in heavy saucepan.
Bring to boil, stirring constantly.
Gradually stir in flour mixture.
Stir in buttermilk, eggs and vanilla.
Pour into greased and floured 9 x 13 x 2-inch baking pan.
Bake at 350Β° for 30 minutes.
While warm, prick surface and spread with Chocolate Candy Frosting.
