Combine the first 4 ingredients, mixing well.
Melt butter; let cool.
Pour over cheese; toss gently.
Add to dry ingredients; cut in until mixture resembles coarse meal.
Sprinkle water evenly over flour mixture.

Roll dough to 1/8-inch thickness on a lightly floured surface; cut into 3 x 1/3-inch strips.
