In heavy pot, cook onion in margarine until tender; gradually stir in water, broccoli, and potatoes.
Heat to boiling; reduce heat.
Cover and simmer, stirring occasionally for about 15 minutes or until broccoli and potatoes are tender.
Stir in milk and cream; cover and cook over low heat for 10 minutes, stirring occasionally.
Stir in remaining ingredients; heat 5 minutes.
