Combine first 3 ingredients in small saucepan (flour, milk and salt).
Heat over low heat until paste forms, stirring constantly until thick.
Set aside to cool.
In mixing bowl, beat the next 4 ingredients with mixer until smooth, about 4 minutes.
Add paste ingredients.
Beat until mixture becomes smooth and light, about 4 more minutes.
Food coloring may be added if color is desired.
