Cut steak into serving sized pieces.
Dip in flour, salt and pepper and brown in oil.
Combine vegetables, water and sugar and pour over steak.
Cover; reduce heat to 200Β° and simmer 1 to 1 1/2 hours.
Thicken sauce for gravy (1 1/2 c. water mixed with 4 tbsp. flour).
