Flour and brown stew meat in skillet with oil.
Put browned meat in kettle and add water, salt and pepper.
Cook about 1 hour. Add carrots and continue cooking about 45 minutes.
Add celery, potatoes and onions.
If necessary, add enough water to cover vegetables.
Simmer until done.
