Peel and slice potatoes.
Saute onion and green pepper in 1 tablespoon margarine.
Place 1/2 of potatoes into a lightly greased 5-quart rectangular roaster.
Prepare a white sauce by melting 1/2 cup margarine.
Add flour, cornstarch, pepper and salt; stir until heated.
Slowly add milk, stirring constantly until thickened.
Add sauteed onion and green pepper to white sauce.
Pour half the sauce over sliced potatoes.
Add 1/2 of grated cheese.
Repeat layers. Bake at 350Β° for 1 hour, or until potatoes are done.
