Boil and drain potatoes.
Put in casserole dish.
Spray dish with Pam.
Melt margarine.
Add flour; add milk, salt and pepper. When thick, pour over potatoes.
Top with grated cheese.
Bake at 350Β° until cheese is bubbly.
