Simmer onions with skins on until tender.
Cool slightly and peel.
Celery butter.
Add flour, salt and pepper, milk, the onions.
Place in casserole and bake at 350Β° until bubbly and brown.
Add almonds, paprika and Parmesan cheese.
Return to oven for 5 to 10 minutes.
