Shake flour and round steak in plastic bag until coated.
Brown in 3 tablespoons shortening.
Add onions; cook until tender.
Pour into ungreased 2-quart casserole dish.

Pour water over. Cover.
Bake 45 minutes at 350° until tender.
Slice potatoes and layer over meat.
