Shake flour and round steak in plastic bag until coated.

Brown in 3 tablespoons shortening.

Pour into ungreased 2-quart casserole dish.

Pour water over. Cover.

Bake 45 minutes at 350° until tender.

Slice potatoes and layer over meat.

Bake, uncovered, 30 minutes at 450° or until potatoes are tender.
