Steam cabbage whole until leaves pull off easily (only a few leaves will pull off at a time).

Place cabbage back over steam until all are removed.

Place small leaves in bottom of a 9 x 13-inch pan.

Roll 1 to 3 tablespoons of mixture in each leaf.

Place seams down in pan.

Pour tomato sauce or tomatoes (if using whole tomatoes, add 1/2 cup water) over cabbage rolls.

Cover and bake at 350Β° for 1 hour.
