Sift flour, 2 tablespoon sugar and salt together.
Add butter and work until mealy.
Scald milk; add 2 teaspoons sugar.
Cool to lukewarm.

Stir into flour mixture to make a smooth dough.
Cover and store in refrigerator overnight.
