Measure flour and 1 cup of sugar into mixing bowl.
Cut in margarine and peanut butter until crumbs resemble coarse meal. Pare and slice apples.
Arrange in 2-quart casserole or shallow baking dish.
Sprinkle with the remaining sugar, orange rind, orange juice and water.
Cover with crumb mixture.
Bake at 350Β° until apples are tender, about 45 minutes.
