Combine raisins and water and bring to a boil.
Remove from heat and stir in oil. Cool to lukewarm, then stir in sugar and egg.
Sift together dry ingredients and beat into raisin mixture. Stir in nuts.
Pour into a greased 13 x 9-inch pan. Bake in a 375Β° oven for 20 minutes or until done. When cool, cut into bars and dust with 10x sugar.
