Place potatoes, onion and clam juice in dish.
Cover. Microwave 7 to 9 minutes, until potatoes are fork-tender.
Combine cornstarch and 1/4 cup milk; add to potatoes.
Add remaining 1 3/4 cups milk and stir.
Do not cover.
Microwave 8 to 10 minutes, until thick; stir several times.
Stir in clams and light cream. Microwave 2 to 4 minutes, until hot.
