Combine meat, green pepper, onion, egg, bread crumbs and seasoning.
Mix lightly.
Press meat mixture onto bottom and side of a 9-inch pie plate.
Bake at 350Β° for 20 minutes. Drain excess fat from meat shell.
Mash hot potatoes with milk and butter. Stir in cheese and parsley.
Fill hot meat shell with potato mixture.
Continue baking 15 minutes more.
