Peel and boil potatoes until tender; drain and put in a large bowl of electric mixer.
Beat until smooth.
Add salt and pepper, then cream cheese and beat again.
Blend in eggs, flour, parsley and chives.
Beat thoroughly.
Turn into buttered casserole.
Bake at 325Β° for about 30 minutes, until puffy.
