Preheat oven to 375°.
Coat cookie sheet with nonstick cooking spray.
Sift flour, baking powder and salt onto waxed paper. Cream shortening, sugar and eggs until fluffy.
Mix in orange rind and juice.
Stir in flour mixture until blended.
Mix in pecans. Drop dough in rounded teaspoonfuls onto cookie sheets leaving 3 inches between cookies.
Bake in 375° oven for 12 to 15 minutes until brown.
Remove to wire rack.
Frost with Orange Icing while warm.
